"On March 13, 1991, Canada and the United States signed a bilateral Agreement on Air Quality. The Agreement provides the two countries with a practical and flexible instrument to deal with shared problems of transboundary air pollution. This document is being issued in fulfillment of the provisions in the Agreeement that call for a report on the progress in its implementation within a year of its entry into force.
